A link to a file. The format and size are part of the link text, so people know what they are getting before they tap, and screen readers say it with the title.

Format in capitals, then size, in brackets at the end:
(PDF, 2.4 MB). Round sizes to one decimal. - Say the size, because many people pay per megabyte. If you do not know it, find out; "unknown" is not acceptable on a government site.
- Prefer an HTML page to a PDF. A PDF is for something people need to print or keep: a form, a signed document, a long report.

downloadto the link only for files that should save rather than open, like forms to fill in. - The icon is drawn in CSS and carries no meaning; the words do.
